We were encouraged by the commitment and the speed that most of the pupils picked up a range of practical skill & knowledge and with the feed back from the teachers regarding the positive change that visiting our training centre had on the pupils behaviour and relationships back at school. We began offering a foundation construction related qualification and for pupils that were not expected to achieve any recognised qualification, it was for many an eye opener, that pupils that had not fared well in a school setting would change for the better in such a short period of time and it was pleasing for our staff to see the pride on the faces of pupils that had started with very low expectations. unfortunately due to the poor learning history, is was most unlikely that the pupils that we had supported would secure a place at college. We felt that a good number of those that said that they would like a job in the construction industry would do well if they could secure a place with a training provider that offered a full NVQ level 2 framework qualification (diploma level 2, functional skills maths & English level 1 and an NVQ level 2 qualification) BCB's training centre (Moorlands College) has now developed industry recognised qualifications up to NVQ level 2 and holds direct award status with City & Guilds and The Construction Industry Training Board (CITB) Securing employment for almost all of the school pupils that we supported would have most likely been a very small number, so we expanded our construction projects to facilitate the learners need to gather deviance from the work area for their training portfolios. This construction partnership has for the past three years provided employment for 127 apprentices, with a 84% susses rate in moving into full time employment and a 94% success rate in achieving a full NVQ level 2 framework. ( Barnsley's average is 70.4% and nationally its 74%). ","At the moment you cannot secure funding for NVQ training until you are employed. The amount that can be drawn down depends on age, 16 to 18 is 100%,19 to 24 is 50% with nothing for people aged 24 plus. (these formulas will change when the trail blazer training initiative is introduced) you cannot gather assessment deviance to support industry competence without being employed. The qualification awarding bodies do not allow simulated practical assessments, all practical assessments must be done in a commercial setting. "" No Job, No Training / No qualification, No job"" Even for the brightest school leaver it is difficult to find a job and secure a training place, for those that are late developers and did not do well at school in some parts of the country its unfortunately most unlikely, for these late achievers they need additional time and support to help them to meet their learning and employment outcomes on route to develop an independent lifestyle. at the moment the best formula to unlock the "" No Job, No Training / No qualification, No job"" chicken and egg scenario, is to provide employment. With the need to pay at least the minimum wage, lengthy periods of time spent in training and holding limited skills & knowledge that will impact on their ability to earn their own keep in the early stages of their employment, BCB subsidises their wages. We feel that the wage subsidy is a good investment and is good value, Potentially reducing benefit dependency, achieving industry recognised qualifications, prospective employment in a skilled industry with good career opportunities, strengthening an independent lifestyle for themselves and their families and improving the wealth of the Town, are among the long list of benefits that are potentially life changing. A life on benefits with the added social costs associated with that kind of lifestyle, is hundreds if not thousands of pounds more costly than the positive opportunities that we support with like minded partners.
