Abstract

Power to Change’s Homes in Community Hands (HCH) programme provided grants to help build and refurbish affordable housing. Specifically, the programme supported the development of community-led housing (CLH) in England where - between 2019 and 2021 - up to £5.8 million in funding was made available. These funds have been predominantly targeted at five sub-regions in England.

The programme is being evaluated by a team of leading academics in this field, assessing the impact of HCH on various stakeholders and beneficiaries, whilst also capturing important learning to inform the practice of CLH enablers, CLH groups and other organisations including funders like Power to Change.

This report presents findings from Year Two of the evaluation, exploring a range of issues relating to the development of funded projects and their future impacts, and lessons on the development of enabling hubs and prospects for long term sustainability.
